Reducing the cost of space program interests people more and more nowadays due to the concerns of budget limitation and commercialization of space technology. The Proceedings of the 3rd International Symposium on Reducing the Cost of Spacecraft Ground Systems and Operations bring together papers contributed by the authors representing the research organizations, academic institutions and commercial sectors of 10 countries around the world. The papers encompass the subject areas in mission planning and operation, TT&C systems, mission control centers, and mini and small satellite support, highlighting the issues concerned by the researchers and engineers involved in a wide range of space programs and space industries.

In every scientific discipline there are milestones - periods of significant accom­ plishment when it is appropriate to pause and summarize the state of the field. Such is the case for the study of the behavior of cosmic rays in the heliosphere. We are just passing through solar minimum conditions, when the heliosphere has a well-ordered and relatively simple configuration. We have been fortunate to have an array of spacecraft - unprecedented in the history of space exploration and unlikely to be repeated for generations - to provide comprehensive measurements of cosmic rays throughout the heliosphere. Ulysses has completed its historic first exploration of the heliosphere at high heliographic latitudes. Pioneer and Voyager have been exploring the outer heliosphere. The durable IMP-8 and now the WIND spacecraft have provided detailed baseline measurements at Earth. Concurrently, there has been a steady improvement in theoretical understanding of cosmic ray behavior through the use of ever more sophisticated numerical models. This milestone in cosmic ray studies was celebrated with a Workshop on Cos­ mic Rays in the Heliosphere which was convened by L. A. Fisk, J. R. Jokipii.

The advent of artificial earth satellites in 1957-58 opened a new dimension in the field of geophysical exploration. Discovery of the earth's radiation belts, consisting of energetic electrons and ions (chiefly protons) trapped by the geomagnetic field, followed almost immediately [1,2]' This largely unexpected development spurred a continuing interest in magnetospheric exploration, which so far has led to the launching of several hundred carefully instrumented spacecraft. Since their discovery, the radiation belts have been a subject of intensive theoretical analysis also. Over the years, a semiquantitative understanding of the governing dynamical processes has gradually evol­ ved. The underlying kinematical framework of radiation-belt theory is given by the adiabatic theory of charged-particle motion [3J, and the interesting dynamical phenomena are associated with the violation of one or more of the kinematical invariants of adiabatic motion. Among the most important of the operative dynamical processes are those that act in a stochastic manner upon the radiation-belt particles. Such stochastic processes lead to the diffusion of particle distributions with respect to the adiabatic invariants. The observational data indicate that some form of particle diffusion plays an essential role in virtually every aspect of the radiation belts.
