    Die Wurzeln des BND liegen in den ersten Nachkriegsjahren, als Wehrmachtsgeneral a. D. Reinhard Gehlen mithilfe von US Army und CIA einen Nachrichtendienst aufbaute. Dessen Apparat spottete jedoch allen Kriterien rationaler Organisation: In seinen Strukturen fand zum Teil schwer NS-belastetes Personal Unterschlupf, Ineffizienz und Sicherheitsdefizite waren an der Tagesordnung. Gravierender jedoch war, dass der Gehlen-Dienst hinter den Kulissen massiv den Aufbau der westdeutschen Sicherheitsbehörden beeinflusste und sich jeder Kontrolle entzog.

    Thomas Wolf hat anhand bislang geheimer Quellen akribisch den Aufbau des BND rekonstruiert und ordnet die Entstehungszusammenhänge ganz neu in die Frühgeschichte der Bundesrepublik ein.
